Kentucky’s Public Child Welfare Certification Program (PCWCP) is a collaboration between the state’s Department for Community Based Services (DCBS), all eight publicly funded universities, and three private universities focused on recruitment, selection, and preparation of highly prepared child welfare workers.

Siler is an 18-year employee with the Kentucky Department for Community Based Services (DCBS), a state agency charged with providing programs and services to enhance the self-sufficiency of families and improve safety and permanency for children and vulnerable adults.
